How does a recurring account work?

The account is set up once — contacts, invoicing terms, site access rules, COI on file — and after that a unit turn is a phone call rather than a procurement exercise.

Most managers run one of two arrangements. Either a standing slot on a regular cadence, or an on-call agreement where a request gets scheduled inside an agreed window. Both work. What matters is that the terms exist before the first unit, so nobody is negotiating payment terms at 4pm on a Friday with a tenant moving in on Monday.

What does the documentation look like?

A before-and-after photo set per unit, and an itemized invoice against that unit’s property address. Both are standard rather than requested.

Per unit is the important part. A photo batch covering a visit is close to useless when an owner queries one apartment three weeks later; a batch tied to a unit address settles it. Each unit is shot before anything is touched and again once it is empty and swept.

Invoicing works the same way, because managers allocate cost to a property and an owner, not to a day of work. A consolidated statement across several properties can go alongside the per-property invoices where the accounting needs it.

How fast is a turn, and what slows it down?

A standard apartment turn is a same-day job, booked within 24 to 48 hours. What slows it down is almost never the volume.

It is access. A unit that cannot be entered because the key is with someone unreachable is the most common lost morning in this work. Gate codes, building entry, elevator availability at a mid-rise and where a trailer can legally sit are the details worth confirming when the account is set up rather than per job.

The other one is scope drift — a turn quoted from a description and discovered to include a full storage locker and a balcony. Photos beforehand solve it, and where the unit was abandoned rather than vacated, that is usually closer to foreclosure and eviction cleanouts.

What is not JunkLimo’s call?

Anything legal about the former tenant’s property. That decision belongs to the property owner under Oklahoma law, and it is not one a hauling company should be making in a hallway.

The instruction gets followed as given: haul it, consolidate it into one room for collection, or set specific categories aside. Any of those is fine. Where no instruction has been given, nothing is removed until the owner or manager confirms in writing.

That protects the manager considerably more than it protects me, which is the point of doing it that way. The other recurring category worth flagging separately is what accumulates around the bins rather than inside the units — dumpster overflow and enclosure cleanup is written for exactly that, and it is normally where the tenant complaints come from.

Tulsa specifics

Why does the city not solve this for a rental portfolio?

Because the City of Tulsa bulky waste programme is tied to a residential utility account and a household refuse day, and a portfolio does not work that way.

Scheduling requires the City utility Customer ID and Account number for that address, at least three days before that address’s regular refuse day. It is capped at 8 cubic yards per pre-set pickup at $10 per 8 cubic yards, rising to $20 per 8 cubic yards on October 1, 2026. A unit turn on a Friday for a Monday move-in does not fit inside a three-day scheduling window, and an abandoned two-bedroom is well over 8 cubic yards.

The category rules make it worse rather than better. Appliances, electronics and tires each need a separate truck. Electronics cap at four monitors or TVs. Tires cap at four and must be without rims. Items under 40 lbs that one person can handle are supposed to go out as bagged sticker pickups instead of bulky waste.

And it only serves City of Tulsa utility customers. A portfolio spread across Broken Arrow, Bixby, Jenks, Owasso, Sand Springs, Sapulpa, Claremore, Collinsville, Glenpool and unincorporated Tulsa County is dealing with a different programme, different rules and different fees at every property — which is the actual argument for a single hauler across the whole portfolio.
