What does EPA Section 608 actually require?
That refrigerant is recovered by a certified technician before the appliance is disposed of. Not vented, not left in, not somebody else’s problem — recovered, by someone qualified.
It applies to refrigerators, freezers and air conditioning units of every size and age, from a full-size fridge down to a dorm-room mini fridge and a window A/C unit. Refrigerants are potent greenhouse gases, and venting them is prohibited under federal law.
This is the real reason appliance removal carries a fee that a sofa does not. It is a cost that exists whoever handles the unit, and on this site it is quoted before anything is touched rather than added at the end. The same rule sits behind appliance removal and, at a much larger scale, commercial appliance removal.
What happens with a freezer full of spoiled food?
It gets bagged and sealed before it moves, and it needs to be mentioned at booking. That is the whole answer, and it is not a refusal.
Tulsa gets ice storms and the outages that come with them, and a chest freezer in a garage that lost power for four days is a genuinely unpleasant object. The failure mode is carrying it through a house and discovering how well the door seal held, which is entirely preventable.

Will the City of Tulsa take a refrigerator?
Yes, and it is worth knowing. Empty large appliances are explicitly on the City of Tulsa bulky waste acceptance list — stoves, washers, refrigerators, air conditioners, dishwashers and water heaters all qualify.
The terms are the same as the rest of the programme: $10 per 8 cubic yards, rising to $20 per 8 cubic yards on October 1, 2026, scheduled at least three days before your regular refuse day and collected on that day. Scheduling online requires the City utility Customer ID and Account number, or you can call 311.
Two conditions matter here specifically. The appliance must be empty. And appliances must be separated from other bulky items, because they are collected on a different truck from furniture, electronics and tires — putting a fridge in a pile with a sofa is how a pickup gets missed.
The programme serves City of Tulsa utility customers only. Broken Arrow, Bixby, Jenks, Owasso, Sand Springs, Sapulpa, Claremore, Collinsville, Glenpool and unincorporated Tulsa County all run their own separate programmes. The M.e.t. is the other route and it charges for large appliances and air conditioners, as it does for anything over 50 lbs. What none of these routes do is get the unit out of the basement, which is normally the actual difficulty.
